THE following is a transcipt of a speech by Prime Minister Kevin Rudd to students at Beijing University today.
A conversation with China’s youth on the future
I begin by congratulating Beijing University which this year celebrates its 110th anniversary – making this university three years older than the Commonwealth of Australia.
Beijing University is the most famous in China. And it has played an important part in modern Chinese history.
In the early 20th century, when China was going through a period of rapid transformation, it was Beijing University that led movements for a new era in Chinese educational, cultural and political life.
Beijing University was at the centre of the May 4th Movement. The May 4th era - for I realise that it was a transformative decade from 1917 to 1927 - was one of crucial and lasting importance in the emergence of a modern China.
Many famous figures in this period were active at your university. One thinks, for example, of Cai Yuanpei , Chen Duxiu, Hu Shi, Li Dazhao and Lu Xun.
This year, 2008, is the 90th anniversary of some key events of the May Fourth era: through his essays for the major magazine New Youth the writer and educator Hu Shi successfully advocated the use of modern vernacular Chinese in education and the media.
This helped bring about a major change in the way that the young people of China expressed themselves to their compatriots.
Also the writer Lu Xun published the first, and justifiably famous, story in modern Chinese, Diary of a Madman.
I would also note that Lu Xun’s design for the school crest of Beijing University is still in use.
Indeed, you, the students of Beijing University today, are heirs to a great tradition of intellectual engagement with your country.
Studying China
This is not the first time I have visited Beijing University. But it is the first time I have given a speech here. It is a great honour for me.
And it is a great honour for me to address the students of this university because you are an important part of China’s future.
I first started studying China and the Chinese language in 1976. It was a different China back then. Zhou Enlai had just died. Mao Zedong was still alive. And the Cultural Revolution had not concluded -indeed our Chinese language textbooks were still full of class struggle.
Some have asked me why I decided to study Chinese. I had grown up on a farm in rural Queensland where China seemed very remote.
I remember as a teenager following closely the visit of Australia’s Prime Minister Gough Whitlam to China on television in 1973 after the Australia Labor Government recognised China in 1972.
I remember watching the footage of him meeting Mao Zedong and Deng Xiaoping escorting his party on a tour to the Great Wall.
That visit inspired my interest in this extraordinary country. When I went to university I knew that I wanted to study China. I went to the Australian National University in Canberra.
And for the next four years I studied Chinese language, Chinese history and Chinese literature together with Japanese and Korean history as well.
I even studied Chinese calligraphy, but my calligraphy was ugly then – and it is even uglier now. Later I became a diplomat.
Because I was a graduate in Chinese, the then Australian Government decided to send me to Sweden, where in those days I could barely find a decent Chinese restaurant.
I eventually made it to China in 1984 when I started work at the Australian Embassy. But I did not remain a diplomat. I wanted to enter politics.
I was elected to Australia’s Parliament in 1998 and after serving in parliament for nine years in opposition, my party won the general election last year and I had the honour of becoming 26th Prime Minister of Australia.
Australia and China
Some people think that Australia and China are new friends but in fact our history is already long. Chinese settlers came to Australia first in the nineteenth century.
When gold was discovered in Victoria and Queensland in the 1850s, the first major group of Chinese migrants came to our shores.
We now have over 600,000 people who claim Chinese ancestry. After English, Chinese (Mandarin and Cantonese) is the most widely spoken language in Australia.
The Chinese community has deep roots in Australia and is an important part of modern Australian society.
It includes people like Dr John Yu, one of Australia’s leading surgeons and Australian of the Year in 1996.
And the young mathematician, Terrence Tao, who I met recently.
The flow of people has not all been in one direction. Some Australians – though a smaller number – have made China their home.
George Morrison is one such person. Morrison first came to China in 1894. He lived here for 20 years. In Australia, he was known as “Chinese Morrison”.
And here in Beijing, during the Republic of China, Wangfujing, home to George Morrison, was known as “Morrison Street”.
It is easy to see why people become fascinated with China. China has thousands of years of continuous recorded history, but it is a country of constant change.
When I look at the China of 2008, I see a very different country to the one I studied in the late 1970s and the one I lived in during the mid 1980s.
China and the World
The changes in China since the 1970s have been remarkable. And the change in China has led to a profound evolution in the relationship between our two countries.
China’s policy change 30 years ago this year to “reform and open up” was the start of your country’s re-connection with the world.
China’s companies began trading with others. China’s people began to travel. China’s students began going overseas to study in greater numbers.
The world began to see China, and the people of China began to see the world, in new ways.
This institution, Beijing University, through its teaching, research and search for knowledge has also had a profound influence on China’s changes.
Its graduates have made a big contribution to your country’s engagement with the world.
To many people in China, these changes bring a better and richer life. People are able to make decisions about where they work, how they live and set their own goals.
They can build their own businesses. At the same time, there are still many problems in China – problems of poverty, problems of uneven development, problems of pollution, problems of broader human rights.
It is also important to recognise that China’s change is having a great impact not just on China, but also on the world.
The scale and pace of China’s economic development and social transformation is unprecedented in human history.
Never before have so many people been brought into the global economy in such a short period of time.
Just look at some of the figures. China is now the world’s third-largest trading nation. Its exports are growing at over 30 per cent per year.
GDP per capita has nearly doubled in the past five years. People in Australia and around the world recognise that China’s economic development is having a profound global impact.
They understand that China’s demand for resources is driving global growth. But China’s growth can also cause anxiety. Some people are concerned about their jobs moving to China.
When people overseas are faced with big changes and uncertainties like these they get nervous.
We all need to appreciate these anxieties and their origins.
Today I would like to make a suggestion. I think that you – the young people of China, the generation that will see China’s full integration into global society, the global economy and the overall global order – have an important role to play in the life of the world.
The global community looks forward to China fully participating in all the institutions of the global rules-based order, including in security, in the economy, in human rights, in the environment.
And we look forward to China making active contributions to the enhancement of that order in the future. It is a necessary task of responsible global citizenship.
It is a big responsibility you have. You are the product of China today. And you are the representatives of China’s tomorrow. You will be the ones who define how the world sees China.
“Harmony” was the dream and hope of that great Chinese thinker and activist Kang Youwei. The Hundred Days reform movement, like Beijing University, also marks its 110th anniversary this year.
Kang proposed a utopian world free of political boundaries. China has variously articulated its approach to development as one of “peaceful rise”, “peaceful development” or more recently that of a “harmonious world”.
In 2005 the then US Deputy Secretary of State Bob Zoellick spoke for his part of his concept that China would and could become a responsible global stakeholder.
As I said last week in a speech to the Brookings Institution in Washington, it is worthwhile thinking about how to encourage a synthesis of these concepts of a “harmonious world” and the “responsible stakeholder”.
The idea of a “harmonious world” depends on China being a participant in the world order and, along with others, acting in accordance with the rules of that order.
Failing this, “harmony” is impossible to achieve. “Responsible stakeholder” contains the same idea at its core – China working to maintain and develop the global and regional rules-based order.
This year, as China hosts the Olympics, the eyes of the world will be on you and the city of Beijing.
It will be a chance for China to engage directly with the world, both on the sports field and on the streets of Beijing.
Some have called for a boycott of the Beijing Olympics because of recent problems in Tibet. As I said in London on Sunday, I do not agree.
I believe the Olympics are important for China’s continuing engagement with the world. Australia like most other countries recognises China’s sovereignty over Tibet.
But we also believe it is necessary to recognise there are significant human rights problem in Tibet. The current situation in Tibet is of concern to Australians.
We recognise the need for all parties to avoid violence and find a solution through dialogue. As a long-standing friend of China I intend to have a straightforward discussion with China’s leaders on this.
We wish to see the year 2008 as one of harmony, and celebration – not one of conflict and contention.
Harmony in the Natural Environment
Our shared future is not only one about harmony between nations and peoples. It is also about harmony with nature — the “Unity of Man and Nature” — a concept with ancient roots in Chinese thought.
We all share responsibility for the future. One of the big future challenges for Australia and China is climate change.
Australia is committed to strong action domestically and internationally on climate change. Because we know that climate change is the great moral, economic and environmental challenge of our time – one that all nations have to work together to overcome.
That’s why climate change will be an important part of my discussions with the Chinese leadership this week.
It is important that China play an increasingly prominent role on climate change. An effective global response to climate change will require the active participation of all major emitters.
I also believe it is important for China’s own future. Unless we are successful, China will face increasing pressure on its water supplies, changing rainfall patterns and rising sea levels.
A strong relationship, and a true friendship, are built on the ability to engage in direct, frank and ongoing dialogue about our fundamental interests and future vision.
In the modern, globalised world, we are all connected; connected not only by politics and economics, but also in the air we breathe.
A true friend is one who can be a “zhengyou”, that is a partner who sees beyond immediate benefit to the broader and firm basis for continuing, profound and sincere friendship.
In other words, a true friendship which “offers unflinching advice and counsels restraint” to engage in principled dialogue about matters of contention.
It is the kind of friendship that I know is treasured in China’s political tradition. It is the kind of friendship that I also offer China today.

With a Kissinger goodbye, Rudd ends his US visit
KEVIN Rudd, whose critique of neoliberal capitalism was a show stopper for the cognoscenti, looked at home on the floor of the New York Stock Exchange, as he waved cheerily to the travelling media in the gallery above.
Certainly when he dined with the exchange's board, he didn't feel this was the time or place to reprise the harsher lines of his essay in The Monthly. Asked by the travelling hacks whether he had shared his thoughts while he dined, he deftly said he'd talked about the need for better regulation of global financial markets.
While her husband was chatting with the rich — albeit less rich than they once were — wife Therese Rein went to a project for poor children in Harlem. They were seeing in a joint glance the two vastly contrasting faces of America.
It's an exciting time to be in the US. The Obama Administration has brought a new, dynamic atmosphere to the political debate. But of course the Administration can't erase the fear and uncertainty that the financial crisis and slumping economy have brought.
Rudd finished off his US visit among the financiers, and with chats to a couple of prestigious former politicians, one time secretary of state Henry Kissinger and former vice-president Al Gore, now the great climate change activist. Although the bad economic times are making the prospects for international progress on climate change much harder, as Rudd admits, the PM is greatly encouraged by America's new commitment to achieving something.
He departed the same day as President Obama unveiled his long awaited Afghanistan strategy, which includes more forces, greatly increased aid for Pakistan (now seen as almost a joint problem with Afghanistan) and better integration of the military and civil efforts. Rudd enthusiastically welcomed the revamped approach, especially the emphasis on training.
There was another broad hint that whatever further help Australia gives is likely to be with training. Rudd, however, again emphasised that Australia did not want to be by itself among the coalition in boosting assistance. "We need to play our part but we also need to make sure that our friends and partners in Europe are playing their part as well," he said.
The Afghan decision will await Rudd's return to Australia. His immediate concern over the next few days is the G20 meeting in London, and it remains to be seen whether the G20 leaders will sign on to the big economic stimulus with any sort of unanimity.
One of the main changes Rudd says the G20 should endorse is reform of the International Monetary Fund. The argument is that the fund must give more support to prevent the global decline worsening.
But for China to be willing to stump up more money, it needs a greater voting say in the fund, where presently it has much less clout than its contribution to the world economy entitles it to. As Rudd points out, he is hardly the only leader making this argument; indeed the Opposition has said previously that when in government it too supported more say for China. But suddenly Malcolm Turnbull is accusing Rudd of being a roving ambassador for China.
Rudd's China interests and knowledge are a plus for the PM and one of the reasons international leaders have been impressed with him. But domestically, they could turn into a problem if not managed carefully. The latest kerfuffle over Defence Minister Joel Fitzgibbon's friendship with Chinese-born woman Helen Liu has fuelled the issue of Rudd's China orientations, even though it has nothing to do with the PM himself.
The China issue is complicated for the Government, and not because of Rudd's perfectly sensible advocacy of more clout for China in the IMF. China is making a concerted effort to get more equity in Australian resources, which raises serious questions for resource security.
On Friday, part of a Chinese bid for more equity in Oz Minerals was rejected on national security grounds. Still to be decided is the bid for a bigger slice of Rio Tinto. The Chinese have been putting huge effort into lobbying for their case. When Rudd had a visiting senior Chinese politician to lunch recently the bid was no doubt discussed.
It is a delicate situation for the Government. There are serious reasons for saying no to the Chinese over Rio. No country should cede security over its resources, which has implications for returns and national security.
It will be interesting to see whether the Chinese use the G20 occasion for further high-level lobbying. The odds must be that they will see it as a good chance to bend the PM's ear.

I also thought it exceedingly strange that these rather obscure county officials would make the public declarations that emergency "pandemic vaccination programs would mean a line of cars 41 miles long" in Guadalupe County, but that San Antonio's drive-thru vaccine's line would stretch from "San Antonio to Calgary, Alberta Canada" --- strange, because this just happens to be the planned route of the AMERO FREEWAY -- connecting the late-great U.S.A. with Mexico and Canada. Could this, too, be a coded message to insiders?
Just as NORAD was conducting "mock" terrorist drills on the morning of September 11, 2001 - could this May 2 event be TIMED to announce the release of the planned pandemic and the eventual advent of martial law in North America?
Today, Friday, April 24, 2009 - according to USA TODAY, the BBC, and the Associated Press, the World Health Organization (WHO) is "very, very concerned" about a very strange "swine flu" outbreak in Mexico City.

This "control room" is where any declarations of "pandemic" will originate. When such a "declaration" is sent to President Obama, FEMA and the Department of Homeland Security "Pandemic Task Forces" will be deployed. Each State Governor will be notified that the provisions of the Model State Emergency Health Powers Act (MSEHPA) will be implemented.

Aids/HIV Vaccines
The following report takes its place among the mounting evidence of US and multinational corporate incursions on the fundamental rights of the human race to survival itself. The pattern is clear for anyone and everyone who has cared enough to go beyond the drivel from mainstream media and access the wealth of information that has been coming through the pipeline for decades now, to wit: that there is in fact a decision that was taken by a small number of this planet's power elite (yes, a conspiracy) radically to depopulate the planet of all but around 300 million people. This is detailed in a document called "The Strecker Memorandum" and it is available elsewhere to anyone who wants to look for it. By now it has become a very well known document among people who have spent some time researching the origin of AIDS.

1. Reputable research indicates that the early polio vaccine campaign in Africa was one of the first and main transmission vehicles for AIDS. It perfectly fits the epidemiology, and the vaccine is an acknowledged source of SV-40, a virus which is known to produce brain and other cancers. In fact even today, there is no guarantee whatever that any vaccine you may be allowing to be injected into your or your child's body won't be contaminated by a species-jumping virus.
As for the assumption that the polio vaccine stopped the polio epidemic, think (and look) again. The research is there. Salk said that the Sabin vaccine was dangerous and Sabin said the same about the Salk vaccine. Robert Mendelshon MD said that they were both right.In fact, early studies made in the 1950s showed that given adequate vitamin C, NO CASE OF POLIO EVER BECAME PARALYTIC. It's all in Katherine Smith's new book THE CANCER PREVENTION HANDBOOK. Needless to say, this study was suppressed.
2. The more vaccines that are being created ... the worse our health is becoming. Is there a causal connection? You'd better believe it. Most vaccines contain a cocktail not only of viruses, live and "attenuated" but other garbage as well, including mercury as a preservative. Mercury is the most toxic non radioactive element on the Periodic Table. How much does a child get? Any amount is too much, and the actual amounts vary. However, shot into the body of a days or weeks old baby, it can and does cause "adverse reactions". Do the manufacturers know all this. Of course they do. Do the doctors? Many of them do these days because it has been hard to keep the population completely ignorant, but vaccines actually help their long term "business": they contribute to chronic illnesses. A sick population is also a more compliant.
3. What are some of the "adverse reactions" to vaccines? These can range from mild fevers to autism, brain damage and death. Less than 10% of these are ever reported. Doctors just hate to report "adverse reactions". However, there are millions of adverse reactions every year. There is now an autism epidemic, reliably associated with the MMR and other vaccines. In some places 1 in 150 children are developing this debilitating disease, usually shortly after receiving their vaccinations. Most doctors still call this "coincidence".
4. We are being dumbed down, and quickly, the better to establish the Brave New World of Multinational Corporationism. Here in New Zealand where there is a controlled press, it is difficult to get the real skinny, unless you're on the Net. Consequently most people still think that the pharmaceutical companies and the government have our best interests at heart, rather than money and power. To them I say "good luck to you". Fact is, pharmaceutical companies and governments seem to like killing, maiming or just making millions and millions of people sick. It's just kind of pathetic how many people still trust them.
5. Don't think that the killing will stop with Africa, either. I think that those who would dramatically reduce the world's population are working to do that on a number of different levels. One of them is the cancer epidemic, helped along by known environmental carcinogens, vaccines and the super carcinogen of them all: fluoride. But the human race is proving to have a stronger immune system that I believe the Controllers at first thought. People are not dying off as fast at the schedule called for. So now comes Plan B, the vaccine against AIDS. Only you see, this vaccine not going to be voluntary. It is going to be mandatory. Compulsory. And if that happens, my friends, be careful. Given the reports of the possibility of a swine flu epidemic, it is interesting to note that last time there was a significant outbreak of a new form of swine flu in the U.S. it originated at the army base at Fort Dix, New Jersey.
Hundreds of soldiers on the base, mostly recruits, were infected without becoming ill in 1976.
President Gerald Ford immediately ordered a nationwide vaccination program.
More than 40 million people were vaccinated. However, the program was stopped short after over 500 cases of Guillain-Barre syndrome, a severe paralyzing nerve disease, were reported. 30 people died as a direct result of the vaccinations.
Unanswered questions regarding the outbreak remain to this day. According to a CDC investigation, It is not known why the virus did not extend beyond basic trainees or beyond the military base. The source of the virus, the exact time of its introduction into Fort Dix, and factors limiting its spread and duration remain unknown.

Indonesia’s Health Minister has implicated the U.S. government in an international conspiracy to develop the bird flu virus into a deadly bio-weapon in a new book which is also endorsed by Indonesia's President.
Indonesia has been worst hit by the bird flu virus, with eleven people having died from contracting H5N1 this year.
"Indonesia’s uniquely virulent strain of H5N1 gave the country "bargaining power" according to Indonesia’s Health Minister Dr Siti Fadilah Supari, in her new book called "It’s Time for the World to Change" and strangely subtitled "The Divine Hand Behind Avian Influenza," reports ABC News Australia.
In the book, Supari accuses the U.S. government of seeking a monopoly on controlling the virus for two reasons. Firstly to be able to dominate the vaccine market and make vast profits from providing the cure and secondly to potentially develop the strain into a potent biological weapon.
These concerns led to Indonesia halting the sharing of virus samples with the World Health Organization in late 2006 after Supari accused the Australian government of stealing Indonesia’s strain of H5N1 to make bird flu vaccines.
"I never, I never give permission to send sample to the, send a specimen of the virus to Australia," said Supari.
Supari was also alarmed at the fact that the WHO shared samples with the United States national laboratory in Los Alamos, New Mexico, where nuclear weapons are developed.
"Whether they use is it to make vaccine or develop chemical weapons, would depend on the need and interest of the US Government. It is indeed a very dangerous situation for the destiny of humanity", she writes and goes on to say ".. it is a matter of choice whether to use the material for vaccines or biological weapon development," said Supari.
President Bush has publicly stated his intention to use the military to impose quarantine zones and martial law in the event of a bird flu outbreak in America.
During an October 2005 White House press conference, Bush stated, "If we had an outbreak somewhere in the United States, do we not then quarantine that part of the country, and how do you then enforce a quarantine? When -- it's one thing to shut down airplanes; it's another thing to prevent people from coming in to get exposed to the avian flu. And who best to be able to effect a quarantine? One option is the use of a military that's able to plan and move."
As Fortune Magazine reported in November 2005, the Bird Flu scare has reaped profits primarily for vaccine companies such as Tamiflu, major beneficiaries of which include former Secretary of Defense Donald Rumsfeld and former Secretary of State George Shultz.
"As the bird-flu issue heated up earlier this year (2005), according to a senior Pentagon official, Rumsfeld considered unloading his entire Gilead stake to avoid any perceived conflict of interest. He sought the advice of the Department of Justice, the Securities and Exchange Commission, and the federal Office of Government Ethics. When those agencies didn't offer an opinion, Rumsfeld consulted a private securities lawyer, who advised him to hold on to the stock and be vocal about his earlier recusal from all matters involving Gilead, rather than sell and run the risk of being accused of insider trading. Holding on has paid off—it's made the Pentagon chief, already one of the wealthiest members of the Bush cabinet, at least $1 million richer. In late October, Rumsfeld had the Pentagon's general counsel issue instructions on what he could and could not do in the event of an epidemic," according to the report.

Mandatory vaccinations possible
Please be aware of the mass hypnosis methods used by government and media by

speech to the Chinese PLA brass that China must "possess" North America (Mexico,
